T oo often, homelessness has been left as a problem to be managed - with shelters, drop-in centres and other emergency supports that have been overwhelmed by the challenges of supporting people through limited resources and partnerships. Homeless people seemed caught. They had to navigate insurmountable barriers to be prepared for, or transitioned into, housing. They needed to deal with mental health problems, tackle addiction issues and find a job first.
T he Housing First philosophy turns that approach up side down. The first step is to find a homeless person their own permanent home. The next step is to ensure they have the supports needed to be successful in that home.
H ousing First makes sense, because the best place to tackle the underlying issues that lead to homelessness is in safe, secure housing – not on the streets.
